Job Description:
Analyzes and supports pricing requirements and creates pricing models in response to requests for proposals (RFPs) on contracts (Firm Fixed Price, Time & Materials, etc) for smaller scoped projects, to ensure that adequate support is provided for business solutions/proposals. Develops and maintains product and pricing information on business systems, and assists in the development of quotation and deal evaluation methods to ensure consistent unit-wide use.
Analyzes RFPs on smaller projects to identify pricing and contractual requirements. Interfaces with operational staff in developing and pricing staffing profiles and coordinates subcontractor pricing targets and cost proposals. Utilizes cost modeling methodologies, tools and techniques and software to determine pricing costs and to create and maintain departmental pricing reports. Analyzes and reports trends on pricing. Utilizes quality tools to make recommendations on improving pricing, billing and costs.
Supports minor phases of the solicitation process such as, routine requests for information (RFI), routine RFP responses, and basic negotiations, to determine feasibility and areas of financial risk. Interfaces with vendors and merchandising associates to determine pricing costs and related information to ensure that all material is obtained in a cost-effective manner.
Basic Qualifications:
Bachelor's degree or equivalent combination of education and experience. Bachelor's degree in business administration, finance, accounting or related field preferred. Six or more years of cost analysis accounting or pricing experience and FAR. Experience working with company products and services. Experience
working with all phases of solicitation processes such as, request for information (RFI), RFP responses and negotiations. Experience working with relevant programming languages and software to conduct pricing analyses. Experience working with negotiations, contracting, pricing and purchasing.
Other Qualifications:
Communication skills. Analytical skills to identify and analyze cost factors for proposals. Organization, time management and creative problem solving skills. Ability to work with relational databases. Ability to work in a team environment

We are a professional engineering and information technology services firm that provides focused solutions and customer-centric support to the US Department of Defense and the US Military Services on issues of national significance.
We have an opening for a Contracts Manager to support existing and new business activities for veteran owned small business in our Fredericksburg, VA headquarters.
Efforts will support Government contract activities to include prime contracts and subcontract management.
The Contracts Manager reports to the senior management team and is integral to proposal strategy and preparation of competitive business opportunities including creating terms and conditions, pricing review, and negotiations. Successful candidate will manage his or her portfolio and work as the senior contracts professional of the operating division. The individual selected must work with the functional staff, division Manager, program managers as well as managers within business development, finance, human resources, and project control organizations, to secure new business, ensure customer satisfaction and to deliver outstanding performance to our customers.
Candidate will independently perform RFP/RFQ analysis, proposal preparation, contract negotiations, administration of contracting activities, interaction with customers, and ensure compliance with all applicable policies and procedures. Candidate will review and analyze contract requirements to determine contractual obligations and provide continual review and administration to ensure that all terms and conditions are met and that any problems are identified and resolved in a timely manner. Candidate will also write complex inquiries regarding contract terms and conditions, obligations and revisions. The individual will lead interactions with customers and technical managers to include participation in pre-contract discussions, contract negotiations and contract changes. Candidate must have excellent organizational skills and be capable of working independently, multi-tasking, and have good decision-making ability.
Education:
Degree in Business Administration desired.
Required Skills:
Candidate must have 8+ years experience in federal government contracting with some procurement experience in FFP, FP/LOE, T&M and Cost Plus contract environments. The individual must have good management, mathematical, analytical, strategic, and reasoning skills. Requires good written and verbal communications skills and the ability to operate independently and communicate effectively, both internally with technical staff, peers, and management, as well as externally with customers. Candidate must have strong word processing and spreadsheet computer skills using Microsoft Word and Excel.

Responsible for the management of the activity of contract professionals at all levels in review and preparation of routine contract documents in accordance with corporate policy and government regulations. Directs the activities of these contract professionals in handling routine to highly complex contractual issues of strategic importance. Monitors contract performance for contract compliance. Supports new business acquisition activities to include negotiation of Non-Disclosure and Teaming Agreements, participation in proposal reviews.
