Our speaker was Dr. Francis C. Spampinato, Chief Acquisition Officer Department of Energy.

Dr. Francis C. Spampinato

Dr. Spampinato currently serves in the Administration of President G.W. Bush, at the Department of Energy, as the department’s Chief Acquisition Officer. In this capacity, Dr. Spampinato oversees a $22 billion acquisition budget, the largest budget of any civilian agency in the federal government. Dr. Spampinato is also responsible for the following areas: monitoring the performance of acquisition activities and acquisition programs and evaluating the performance of those programs, advising the Secretary of Energy regarding the appropriate business strategy to achieve the mission of the agency, increasing the use of full and open competition in the acquisition of property and services by establishing policies, procedures, and practices, increasing appropriate use of performance based contracting and performance specifications, and establishing clear lines of authority, accountability, and responsibility for acquisition decision making within the executive agency.

Dr. Spampinato hails from New York and currently resides in Leesburg, Virginia with his wife Donna and son Phillip.
